The SMP support is a compile time option in the kernel.

If you type "cat /proc/cpuinfo" does it show more than one
CPU?  Also if you type "cat /proc/version" does it indicate
a SMP version of the kernel?

You could try switching to a SMP kernel to see if it will
recognize your second CPU.
