Because several years ago, Microsoft made deals with the various DSL providers to subsidize the installation & maintenance of DSL lines sold with their MSN service.

Read: Microsoft pays Qwest when you purchase Qwest's DSL connectivity bundled with MSN's ISP services.

It's their same, old, predatory tactics they've used in the past to gain marketplace dominance.
