I've used Skype and Ekiga on Linux. I'm personally partial to Gizmo - 
http://www.gizmoproject.com
They have very decent rates for dialing out to normal telephone, and 
they're based on an open standard, SIP. Decent voice quality even on 
lower bandwidth phones. Reliable service. Easy to configure. Works on a 
Nokia N800.

However, many more people have Skype, so it's more likely you can get 
free calls on it than Gizmo. The only thing Skype offers that I haven't 
gotten running on my Linux box is the skype:// URL protocol in firefox. 
I even had video calling working, although I didn't have much use for it.
