As commonly used, the port number above is 631. It represents a service
on a machine.

The third paragraph describes your problem.

Do you mean on the router? What it probably means is that you can't
forward a port to a machine whose address is dynamically assigned (i.e.,
it changes). That should be fairly obvious. You're assigning an IP to
your printer though, right, not using DHCP to assign to it?
