Dunno, I haven't tried it with older hardware. It doesn't seem to have a problem running under a heavy load on my desktop, though, which probably hints at low resource usage.

A standard library of photo management plugins. Google "kipi plugins" for more info.

Then it is the perfect time for you to start using a photo library app that supports tags. Tags can be a pain in the ass to add to a couple thousand pictures after-the-fact.
