If you have grub 0.97-59 you'll get grub-pc installed because grub is 
now a dummy package (it has been but it used to depend on grub-legacy).

If you had grub-legacy you may still have it, and you should get a 
debconf question about converting.  I don't think removal of grub-legacy 
is forced.

The change may have happened at 0.97-54 but the change log isn't very 
specific.
