Hmm.  I think I have an older board than 2004 that can sense CPU temp.  It seems odd that the CPU 
knows how hot it is but won't tell you.  Is there anything under /proc/acpi that helps?

It seems likely that Linux knows how to use the features of speed step/throttling CPUs but I don't 
know how offhand.  Unfortunately my old CPUs are AMD and P3 so I don't have an easy way to 
investigate.  What I've found seems to indicate that ACPI support in 2.6 for 2004 BIOS/CPUs should 
be complete.

Could you put an external sensor on the CPU to detect high temp?  A lot of trouble I suppose (but 
maybe useful to justify new hardware if you priced it out).

If you have to detect CPU slowdown quickly does it impact your performance to be running your dd test?
