What would a packaged COA look like ?
Would Drupal work ?  
I am thinking of something 
( inspired by David Anselmi ) that would
be easy to move from one Linux server 
to another.  Something where you would 
not have to have the database and support
language ( such as PHP ) tweaked every time.

Does anyone know of such a packaging scheme?
