Become one of those guys using su.  Try to create a file in that
directory.  (touch file)  If it works, then your beef is not with
the filesystem or file permissions - your FTP server may be denying
write access to that directory.

man 5 ftpaccess

If the file creation using touch does not work, then you still have
some work to do on your file/directory ownership/permissions.
