If you have a USB keyboard and it works under the BIOS, but it doesn't work when Linux is running, your problem is the Linux USB drivers & USB subsystem. (Although it would be unusual for it to not work, I think.) If you have a keyboard with a regular interface, and it works under the BIOS, but doesn't work under Linux, then this is more difficult to troubleshoot. What keyboard hardware is it? Standard generic whitebox? MS Natural Keyboard? Dvorak?
