[clue] [ADMIN] Allowing CLUE members to start FORUM topics and add content

If we do choose to use a forum it'd be nice if there was an email
gateway of some type. I'm not likely to browse a forum and now that
spam filtering is getting as good as it is email has recovered some of
its value.
