What do you mean you don't have a binary? Do you mean you don't have a 
pgp or gpg binary, and you want some sort of shell script routine that 
will do the decryption for you? Or are you just looking for some shell 
commands, using gpg or whatever PGP program you have, that will decrypt 
your file?

Any of the shell scripts that will decrypt a PGP e-mail attachment will 
probably give you some ideas how to decrypt your file on the command line.
