To answer your questions:
(1) Linux ETC offers hosting on Linux services for web sites (and email) along with domain name registration.  It is a simple deal of here is your allocated space and bandwidth for the month, go from there per the terms of service.  More information on the plans and details at

(2) Well, as you might be able to tell from the company name...we do use Linux and Open Source based systems.

I would concur with the others about NOT using FrontPage.  I will extend that to include Dreamweaver as well.  There are several WYSIWYG for the various CMS (Content Management Systems) like Drupal, WordPress, or Joomla which are all...free (as in "free beer") in cost.  If you want to get into HTML5 coding, Drupal has "Aloha" which I am told is pretty sweet from the local Drupal user community to Denver/Boulder.
