[clue] "networking disabled", Ubuntu or not for future

I am currently getting "networking disabled" on my Ubuntu 10.04 laptop.
There are Many forum threads on this, and I have tried a few terminal
command scripts, none worked for me, now I am wondering if I have done
more harm than good.

Being dual boot, with MS XP, I tried the the Windows side, and networking
is disabled on XP too. I do not know if this is coincidence OR not.
Maybe the Bios needs changing.

Most forum threads say this is related to Suspend or Hibernate being
interrupted.

Is there an "official" fix script for this????????????????????
(I cannot download a large update, because only my dialup is working.)

(My dial-up works with a special script I set up, as per previous
  posted email; at a terminal screen, I run: sudo gnome-ppp   )

If Failing in the fix script, and noting that most of the problem seems
to be with UBUNTU users, is there Another Distro which had
this problem, and fixed it properly??????????????????????

I am trying to think ahead, if I get another computer, which distro
would be good for a laptop????????????????
