I just found this Draft. My system is working almost normal, now,
if I just disregard "disconnected" and "not connected" notifications.

Right now, I am on dialup, not using wired or wireless network.
Note: the top bar on the right with "radiation waves" has a red
exclamation as a warning; if I move the cursor over it says
"No Network Connection", which is accurate.
Clicking on this icon, get "Wired Network Disconnected"
and "Wireless Networks Disconnected" AND a List of Networks.

If I were at the library, "library" would be in the list and I
could connect. But it would think I was disconnected.

So it is functional for me now; I have done tons of downloads
over several different connection sessions.
