Do you really need a special purpose tool for this?  Seems like this
sort of information would be a great fit for your "TheGeek.NU IT
Environment Wiki."  (Assuming you can get buy-in from people on
updating it as changes are made to the environment.)  Mediawiki (and
numerous others) meets the free/libre requirement.  A few templates
will go a long way toward keeping the information in a consistent
format.  And you get a change log built in.

Collecting configuration data for the existing environment isn't going
to be fun, but I don't think any tool will help with that.
