Under the privacy options:

	Action to take for postings from non-members for which no explicit 
	action is defined.  (Details for generic_nonmember_action)

The default is 'hold'.  I'm going to change this to 'discard', which means 
that any messages send by non-members will be whacked.

This is the same effect as my script under the old clue server via cron jobs.

Let's try this for a few weeks and see if this will work.

The point of spam assassin was to identify spam and discard it.  Other 
messages that were not spam should have made it to the moderation queue.  In 
theory moderators could have allowed these messages to post, but I guess it's 
probably not worth the trouble.
