would work not only for Installfests, but regular meetings as well, plus
any other events which CLUE might hold ...

The easiest thing to to would be to maintain two include files, and then
just update the installfest page to include the one, or the other,
updating the date as needed in the appropriate include file. Or create a
one-line param file holding the next date and whether it's North or DTC,
which could also trigger language on the main page installfest include
block.
