[clue-admin] Major Site Update

Hi Folks.

Well, it doesn't look major --content is barely changed.

To avoid the always-a-problem of the Apache rpm postinstall changing
ownership of the www directory tree, I finally got around to moving the
whole thing to /usr/local.

For anyone keeping a working copy of the website project, you will need
to do a cvs update from the root of your working copy. Changes to the
path involved changes in the config file, the .htaccess file, and the
publish scripts.
