Simply unsetting HOME feels wierd to me. I'd wonder what the filename
resolves to in the fopen statement. I suppose it depends on how it's
constructed (what, me, read the source?), but ~/.cvsignore becomes what if
HOME isn't set?

I'm more comfortable setting HOME to what it would be if Apache were being
started 'really' as apache, unless some other bright idea surfaces.
