"rootless" probably means that root has no login credentials.  I'm 
pretty sure init still runs as UID 0 and so root is running all the init 
scripts.

Unsetting HOME seems to work too.  You could put that in the init.d 
script as an alternative.  I'm a little surprised that sudo leaves it set.
