[clue-admin] Voting conditions

Folks:

Greg and Jed have a valid concern.  Not everyone can make it to every meeting.  Thus, to require a presence at a voting meeting when others have conflicts (such as a prior work appointment myself) is in short "muscling others out".

I would suggest an online vote for such so that everyone can do such.  Another recommendation is a proxy vote and conditions of such.  A third is clarification who can vote and in what regards.  The latter would be an example of does CLUE need the vote of the CLUEbies for something or the CLUE Admin/Board or ?
