[clue-admin] Email list transition.

I've started working on implementing one list per the vote.

I made a new list called clue, owned by president at cluedenver.org.  I should have it configured today.

Mailman makes a bunch of aliases for each list, one of which is -admin.  Since we already have a 
clue-admin list that alias is disabled for the clue list.  Apologies if mailman tries to send clue 
admin mail to the clue-admin list.

Over the next few days I expect to add all our current members to the new list and disable posting 
to the old lists.  I'll announce the progress to the affected people as I go.
