[clue-admin] New list.

I'm going to start adding members to the CLUE list shortly.  Please review the list policy at 
http://cluedenver.org/mailman/listinfo/clue and let me know if you have comments.

I expect to add -admin first, because you'll all be patient with the process. ;-)  I haven't quite 
decided on the timing of adding people, notifying them, and closing the old list.

Probably I should announce the change on each list, wait, add people to the new list, wait, close 
the old list.  We'll see.
