This license does appear to be a GPL-incompatible, free software license.

I am not actually sure whether or not (1,b) makes the license
GPL-incompatible or not.  I'd have to ask a lawyer to look at it to be sure.

However, sections (4) and (5,b,iii) clearly make it GPL-incompatible,
regardless of whether or not (1,b) makes it GPL-incompatible.
