Seems like Microsoft has done this of late, but it seems the tide is
turning against them with XP licensing.

<Laughing> Yes, most of these "got to get government using Linux"
campaigns show a significant mis-understanding of the social workings of
government.  Most of these efforts are kind of like trying to jump in
front of a speeding freight train to try and stop it.  Subtelty is usually
a bit more effective when dealing with this much inertia.
