I've gotten exposed cable running across my back property line dating 
back to when we bought the house in 1983.  I've regularly reported it 
to them, going back to the days when TCI was the cable company.  
Occasionally an inspector would come out, look at it, and shrug his 
shoulders.

I even complained to the city, pointing out that the easement started 
at ground level, and anything above ground level other than the one 
junction box was trespassing.  No joy.
