I have used it on FAT32.

It worked fine, but....  Splitting partitions in inherently dangerous.  You 
should back up everything important before you start.  This is just a time 
saving measure so that you will probably not have to re-install.

Now that the warnings are out of the way:
1) defrag the winders drive.
2) reboot, run in "safe mode command prompt only"
3) run fips
4) it will ask you how big to make the partition.  Tell it.
5) reboot, run in "safe mode command prompt only"
6) run scandisk.
7) reboot normal.

You now have space that is likely not a partition at all.  Enjoy.
