A cheap device that you could get for USB is an optical wheel mouse.
$20-$30 depending on where you buy it and what brand you get. I've got a
Logitech like this. There's no ball to get dirty and make the pointer get
stuck/skip. I haven't actually tried it as a USB device though, because it
came with a PS/2 adapter and I'm still on unpatched 2.2.X.
