[CLUE-Talk] FBI Searches Library Records

Below is a link to a recent article regarding the expanded powers given to 
the FBI in the "Patriot Act".

IMHO, it is a loophole opened up for potential abuse.

I would like to know what exactly constitutes being a 'suspected terrorist'.

Is it the same standard as 'Resonable Cause'?  Or something more?  Or less?
