[CLUE-Talk] FCC Orders Broadcast Flag in TVs by 2005

I'm curious... does anyone know if the FCC is actually allowed to
mandate standards for receivers? I know the FCC can mandate standards
for devices that broadcast, but since when does the FCC mandate what a
receiver can do? Is it possible they're overstepping their bounds here?
