Correction:  They mail the registered owner of the vehicle a bill.

How this interacts with rental cars & trucks, etc... is totally up to your
vendor.

I believe the two intents are to eliminate humans taking tolls altogether,
and to remove the need to "sell" and maintain transponders -- eventually
neither will be used.

A friend of mine tells me that this is rampant in Israel, for example.
Almost every major highway or road has video tolls, and driving is so
expensive no one does it (generally) without being provided a company
vehicle.  Vehicles are a serious part of employment contracts over there.
(Another interesting twist.  Everyone's got their own employment contract,
and "layoffs" happen, but if the contract says you get paid until X date,
you get paid until X date... not such a bad thing for financial planning...)

In the case of the tolls there, the companies just get the (near continuous)
bills for tolls... and pay them.

you a bill.
