what I meant by server speed was apache vs ftp, but since they are both
ftp, that isn't an issue.

Well, first off, did you try this several times to verify it wasn't
just a fluke?

Passive mode has to do with how the data connection is set up, I was
trying to find a good description online but I couldn't, I'll see what
I can find when I get home.
