Every service in /etc/services must have an analogous entry in
/etc/inetd.conf for it to work. Some distributions are shipping
with a services file that contains all of the commonly used
services on the port they're typically associated with. But if
they don't have an entry in inetd.conf, you should have to worry
whether they are commented out or not.
