Well, does $9.95 a month sound cheap enough? I get PHP/Perl/MySQL/POP
addresses -- plus a really simple Web-based admin system for my database,
email and such -- and you can request additional databases for no
extra charge.  250 MB disk space, and a pretty high data transfer
limit. (I've never hit it, so I can't quite remember what it is.)

phpwebhosting.com -- I highly recommend it. They're cheap, and provide
great service.
