I'm using Sendmail v8.11.6, a pretty basic install. I get the kind of detail
you are seeking. Have a look at the example below.
Perhaps the 'other end' isn't reporting what you want to your MTA?
If it isn't already apparent, I should state that I'm no Sendmail authority.

As you can see, the entire message I sent was returned in the body of the
'bounce' notification from my mailer-daemon.
The only intentional modifications I've made to the default RH7.1 sendmail
configuration were to ensure that my system is not an open-relay.
Are you getting the messages for postmaster on your system? I just had a
thought....I get all messages sent to root, postmaster, hostmaster, et. al
in my domain. Thus, perhaps I'm privy to bounce content that a normal
user isn't.
