Sounds like a load to me.
Yes, sometimes thing (JavaScript, for example) written for IE will
break in Netscape but it sounds to me like they have no interest in
supporting anything but IE and the text is a non-subtle way of
telling users to get IE or go away - the Webmaster just doesn't
want to support other browsers.
Again, this is the problem with using non-standard stuff to get
jazzy effects on your site.
