If I'm right , average wages in the USA is about $2.500 per month. 
In Poland is a little below $500.
For dial-up connection (56 kb/s) I must pay in Poland 
$20 for 30 hours per month 
or 
$35 per month for HIS (115 kb/s) without time limit.
or 
$80 per month for DSL (512kb/s) without time lilmit.
