Thanks Dave.

No iptables/chains on this box (RH 7.1 on an i486).  It's behind my 
firewall, so I'm not running any rules.

tcpwrappers....I'll inspect that since I haven't.

pop3 email is definately working locally, just cant get a connection 
from any remote hosts.

It's got to be something pretty simple, and fundemental...always the 
'tough ones' right under your nose!
