[CLUE-Tech] Can't update apache-1.3.19-5 to apache-1.3.22-1

RedHat backported the patch to older versions of Apache to allow users an 
easier upgrade path, thus 1.3.22-1.7.1 is ok for RH 7.1 I believe.
