If the machine eventually appears, but takes a while, this is NORMAL. 
 Win98 when not part of a domain takes a while to find machines and 
sometimes does and sometimes does not.  Things you can mess with to 
improve this are LM Announce (make you SAMBA server announce to the 
subnet that the VMNET adapter is on) and if that is not enough, make the 
Samba server a PDC, and log into the domain.  However....  Make sure to 
pick quick login, rather than restore connections on login, because 
Win98 is still slow about recognizing things, and may decide that the 
connections are bad.

The sometimes works thing is nasty.  One more tip if all else fails, 
look at lmhosts on the win98 machine.
