Cheap, fast, good -- pick any two.  It applies to more than just coding...
In other words, if you're paying $10/month for your hosting, don't be
suprised if one day you can't get to them.  For example, we just got a call
this morning from somone who's ISP has dropped off the face of the earth
yesterday.  You never realize how important e-mail is until it goes away
for a day or two...  ;-/

I don't have any recommendations for <$20/month providers.  However I would
recommend that if you are in that market you do some thinking about the
trade-offs.  You seem concerned that they may not be around when you need
them.  Not that spending more necessarily gets you better service or
longevity...

I guess what I'm saying is, it's always a good idea to have a contingency
plan in place.
