[CLUE-Tech] postgresql pg_hba.conf & pg_ident.conf

I've tried a million combinations but have been unable to set up the
following.

I've got two users, user1 and user2.  I want user1 to be able to access
the database created by user1, but not the one created by user2.  I want
user2 to be able to access the database created by user2, but not the one
created by user1.  I want the postgres user to be able to access every
database on the machine.

Has anyone set up something similar?  If so, does that person have a
snippet of .conf to share?
