I am not sure exactly which config file it gets stored in, but it is
somewhere under ~/.kde.  How much KDE customization have you done?  If
not much, just nuke the whole directory ~/.kde.  If you have a bunch of
tweaks, poke around in there and try to find the menu stuff.  I have a
bunch of files, and I have done no menu customizations, so I can't seem
to find it.  Your bookmarks are stored there, if you use Konqueror, so
be careful.  Back it up first, just in case (learned from experience,
sadly).

If you made the menu changes in /etc (or wherever KDE defaults to find
config stuff on RedHat), the above won't work.  But you didn't do that,
right?

You can open the control panel, it is the first line on the initial
display, at least in KDE 2.2.2.  I don't run RedHat, so I don't have the
3.0 version of KDE, but I assume it is the same.
