mysql-3.23.49-3
mysql-server-3.23.49-3

That is what I have on my RH 7.3 machine. If you do a "rpm -qli mysql"
you'll find that you are correct that the mysql client application
should be in /usr/bin. It seems that you have missing files. Try
reinstalling the mysql RPM.
