[CLUE-Tech] httpd on rh 6.2 strangeness

Hello everyone...A very ugly and poorly cared for server just got
shoved in my direction.

When the server is restarted or when the httpd service is restarted.

The following files are created in /var/run with empty permissions.

Looks like..

----------    1 root     root            5 Aug 25 16:21 httpd.pid

----------    1 nobody   root            0 Aug 25 16:21 ssl_mutex.7198
----------    1 nobody   root            0 Aug 25 16:21 ssl_scache.dir
----------    1 nobody   root            0 Aug 25 16:21 ssl_scache.pag

Apache is set to run an nobody
Server version: Apache/1.3.14 (Unix)

The same exact thing also happens to /var/state/php

All session state files are created without any permissions.

Anyone ever see this before?
Is Apache just jacked or what?
