Sorry, I couldn't resist...I was born this way.

I've run into similar problems and was able to circumvent the need to
ftp to/from the offending server (i.e. email the file, put it where the 
Windows user could download it, etc.)

I would be interested in knowing what the problem is an any possible
solutions.  I've always just assumed that M$ has a broken ftp
implementation.
