Seems to me that the answer to your question depends very much on 
specifics of your environment and what you're trying to do.  You might 
consider asking on CLUE Jobs for one of our underemployed gurus to 
provide personalized, on-site answers.

Big Brother might also be a framework for what you want to do but it is 
hard to tell.
