Konsole (TERM=xterm) or a VC (TERM=linux).  A closer read of the telnet 
manpage says that most characters are initially what the terminal uses 
and sure enough, comparing the telnet display command and default.Keytab 
shows that.

So setting up a keytab file with the right things for arrow keys and 
backspace and all works now.

Thanks for the hint, Match.  Jeff, for some reason stty erase ^H didn't 
seem to help, even though telnet display showed that that was the 
character it was sending.  But I needed to change the characters for the 
arrow keys anyway and stty doesn't seem to hanlde those.
