O'Reilly's _UNIX Power Tools_ book is chock full of CLI how-to's and
recipies. If you're not familiar with this book, it's basically a
best of usenet which has been edited, supplemented and organized by
Tim O'Reilly and others. The current version is quite pricey (about
seventy bucks, but well worth it). Copies of the previous edition
can be found in bargain book sections for under $10. While I'd
recommend the new edition if you can swing it, most of the stuff in
the old edition is still perfectly valid. I don't think it covers
CGI stuff, but as long as your web server is configured for it, all
you need to do is echo/print a couple of headers and html tags at
the top of a script to have it output directly to a web page. And
I may be wrong about it not covering a bit of CGI stuff. Check it
out.

O'Reilly's _Linux Server Hacks_ is another favorite book. In some
respects it's similar to _UNIX Power Tools_. But it's definitely
focused more on tips and tricks for sysadmins and lacks the breadth
of information that "power tools" contains.
